On June 1, 9 departments including the National Development and Reform Commission and the National Energy Administration issued the “14th Five-Year Plan for Renewable Energy Development”, clarifying the development goals of renewable energy and making more detailed plans for the development of new energy.

Recently, a number of provinces have issued the “14th Five-Year Plan for Energy Development”, including Zhejiang, Hubei, Shanghai, etc., which clarified the development goals of photovoltaic, wind power, hydrogen energy and other clean energy sources. Among them, Zhejiang Province proposed to implement “scenery multiplication”. Project, it is clear that during the “14th Five-Year Plan” period, the installed capacity of wind and solar power will be doubled.
The current level of energy facilities and supply capacity in my country cannot fully meet the increasing rigid demand for energy in society. In the era of “carbon neutrality”, the growth rate of capital expenditure of fossil energy companies has declined significantly. At the same time, along with geopolitical risks, international energy prices have risen sharply. my country is facing the challenge of mismatching energy supply and demand.
Based on my country’s resource endowment conditions and focusing on the future, it is a wise choice to develop clean energy such as photovoltaics, wind power, and hydrogen energy. From January to April 2022, 9.58 million kilowatts of new wind power grid-connected installed capacity will be added nationwide, an increase of 2.98 million kilowatts or 45% year-on-year, and the installed capacity has increased significantly. “2030 carbon peak, 2060 carbon neutral” is a major strategic decision made by the central government. As one of the main power sources of clean energy, wind power is the main starting point to achieve the dual carbon goal, and is expected to usher in major development opportunities.
Wind power development will drive substantial growth in carbon fiber demand
The large-scale wind turbine is an effective way to reduce the cost of wind power in the long-term. By using long blades to expand the wind-receiving area of the wind rotor, it helps to increase the power generation and single-machine power. Large-scale fans put forward higher requirements for blades, and carbon fiber materials can meet the requirements of lightweight, high strength and high modulus for large-scale fans. Since 2022, the length of wind power blades in my country has been continuously refreshed.
As of May 7, the YD110 large-scale offshore wind turbine blades (110 meters) manufactured by Yunda and Zhongfu Lianzhong were successfully rolled off the production line. This is the longest wind turbine blade that has been rolled off the production line in China. Wind power blades can drive a substantial increase in carbon fiber demand, mainly because the global wind power giant Vestas successfully applied the pultrusion process to blades. However, in July 2002, Vestas applied for a patent related to the production of wind power blades with carbon fiber strips as the main material, restricting other companies from using carbon fiber main beams to make blades. According to SAIL carbon fiber data, the penetration rate of carbon fiber in wind turbine blades in 2021 is only 4.7%.
According to the 2020 “Beijing Declaration on Wind Energy”, in order to achieve the carbon neutrality goal, during the “14th Five-Year Plan” period, it is necessary to ensure that the average annual installed capacity of wind power is more than 50GW. The patent for the pultruded carbon plate process will expire in July 2022, and the process will be rapidly popularized by then, and dual factors will open up the growth space for carbon fiber demand.
Domestic companies start carbon fiber production capacity expansion, leading companies or the biggest beneficiaries
According to the “2021 Global Carbon Fiber Composites Market Report”, the total demand for carbon fiber in my country is 62,400 tons, of which 33,100 tons are imported and 29,300 tons are supplied domestically. The localization rate of carbon fiber is only 46.96%. Due to cost constraints, large tows meet the low-cost requirements of wind turbine blades. In the large tow carbon fiber market, Hexcel is the world’s leading company, with a global market share of 58%.
At present, domestic companies such as Shanghai Petrochemical, Jilin Chemical Fiber, Guangwei Composite Materials, and Jilin Carbon Valley have begun to deploy large tow production capacity. Considering the difficulty of the process and the existence of barriers in all aspects of production, there will be obvious differences in the progress of new production capacity and product verification cycle of domestic enterprises. Leading enterprises have obvious advantages in hard power such as process and technology, and are expected to become the biggest beneficiaries of the demand growth brought about by the acceleration of wind power installations and the increase in carbon fiber penetration.
